You need a 5mm Allen Wrench and a phillips screwdriver
Squeeze the brake, but the caliper is not moving
check if the brake shoe is parallel with the rims
loosen the bolts counterclockwise and adjust the brake shoe position
Tighten the bolts clockwise and retry
On the caliper that sticks, Wind the screw clockwise to add more tension
